He was incompetent and in many ways purely obtuse. A lot of shit happened because he was not proactive in his job and was like "I cant do anything without evidence" which usually resulted in inmates dying.
If he such an idealist he has the worst attitude! He was often virtue signally about how wonderful he was and how he’d created a utopia for prisoners. McManus has a powerful faith in his inmates, even if they’ve proven themselves to be unrepentant murderers and vicious psychotics.
